What Is the EU AI Act?

The EU AI Act (Regulation 2024/1689) is the world's first comprehensive legal framework for artificial intelligence. It took effect August 1, 2024, and applies to any organization placing AI systems on the EU market or affecting EU residents — regardless of where the company is based.

The regulation uses a risk-based approach: the higher the potential harm, the stricter the requirements. Penalties for violations of prohibited-use provisions reach €35 million or 7% of global annual turnover, whichever is higher.

Enforcement Timeline
  • Aug 2024 Regulation enters into force. 24-month phased implementation begins.
  • Feb 2025 Prohibited uses enforced (Art. 5). Social scoring, real-time biometric surveillance, subliminal manipulation — banned.
  • Aug 2025 GPAI obligations apply (Art. 51–56). Foundation model providers must register and comply with transparency rules.
  • Aug 2026 High-risk AI fully applicable. Annex III systems require conformity assessments, technical documentation, human oversight.
  • Aug 2027 Annex I product safety systems. AI embedded in regulated products (medical devices, vehicles, toys) must meet full requirements.
